按照“清潔空氣行動(dòng)計(jì)劃”要求，明年北京市將進(jìn)一步嚴(yán)格小客車指標(biāo)配置數(shù)量，單月購(gòu)車指標(biāo)將減少，具體實(shí)施方案將在今年11月底公布。

According to a five-year clean air action plan(2013-2017) released Monday, the total number of vehicles in the city will be restricted to around 6 million by the end of 2017.

根據(jù)周一發(fā)布的清潔空氣行動(dòng)五年計(jì)劃，到2017年底，北京市的機(jī)動(dòng)車保有量應(yīng)控制在600萬(wàn)輛以內(nèi)。

Clean air action plan就是北京市最新發(fā)布的“清潔空氣行動(dòng)計(jì)劃”，除減少單月購(gòu)車指標(biāo)（monthly limit on car registrations）以外，該計(jì)劃還要求政府制定一些增加車輛使用成本的市場(chǎng)政策（market policies to increase the cost of car use），如：征收擁堵費(fèi)（congestion fee）、設(shè)立低排放區(qū)（low emission zone）等。同時(shí)，還要大力發(fā)展公共交通（public transportation），并推進(jìn)公車改革（reform of government cars）。

北京市從2011年起施行購(gòu)車搖號(hào)政策（license plate lottery），將每年的新車增加量控制在24萬(wàn)輛。機(jī)動(dòng)車尾氣（vehicle exhaust fumes）是北京市空氣污染的主要來(lái)源之一，其帶來(lái)的PM2.5排放量甚至高于工業(yè)排放物（industrial emissions）。
